Who We Are

Based in San Francisco, Sutro Power is an Employee-Owned, Solar Electrical firm of skilled Designers, Engineers, and Electricians. Unlike many Solar Contractors and Solar Sales organizations, our work is completely vertically integrated. Our systems are designed, engineered, constructed, and maintained 100% in-house by Sutro Power’s full-time staff. For those looking to go Solar, this is the greatest insurance one can get in our industry of quality craftsmanship in all aspects of the construction process, and beyond.

Our mission is to see San Francisco reach its goals of Carbon Neutrality; through our labors we help our Clients eliminate their carbon footprint, make a savvy financial investment, and engender their energy independence. It is our firm belief that the only way to achieve this is through an Employee-Owned business model. A company that places the well-being of its Workers on equal footing to its Clients will endure past the lifetimes of its current staff, and persist into the future.

The Senior Partners

  • John-Paolo Rapagnani, goes by JP. Co-CEO of Sutro Power. Senior Partner andone of the Co-Founders of Sutro Power.. Roles include Head of PV & ESS Design Department, Co-Operations Manager, Project Manager and occasional Solar Installer and Technician.

    John-Paolo Rapagnani

John-Paolo, "JP," currently serves Sutro Power as Co-CEO and head of the Design Department. In addition, he co-manages all operations at Sutro Power with Juliano and Jason. Founding Partner.

A fourth-generation San Franciscan, with both his parents and all four of his grandparents having worked for the City, JP emphasizes legacy of civic duty as the foundation of his motivation to lead Sutro Power.

He broke into the solar industry in January 2018 as a volunteer solar installer with GRID Alternatives, a non-profit focused on solar workforce development and low-income solar installation. Over the following year, JP worked at various Bay Area solar firms in a range of roles including solar installer, design consultant, and project manager. Alongside co-workers Juliano, Ricky , and Jason, he developed the business plan and company ethos that would become Sutro Power.

A Political Science and History major, JP designed the company's governance structure around the Consular system of the Roman Republic: two co-CEOs, elected annually by the entire company. JP and Juliano also co-designed the ownership structure — an employee-owned model based on merit and tenure, with an ownership ceiling reachable by employees from any department as they gain experience and take on management roles. The system was built to foster growth, career development, and financial security for the workforce, and to ensure the long-term sustainability of the business in protecting and maintaining its clients' systems.

Currently, JP manages the Design Department, and co-manages all company operations with Juliano and Jason.

Outside of work, JP is a stained glass artist and a recreational crab fisherman.

  • Juliano Lodi. Co-CEO of Sutro Power. Senior Partner, and one of the Co-Founders of Sutro Power. Roles include Head of Engineering Department, Co-Operations Manager, Construction Manager, Project Manager, and Solar Installer and Technician.

    Juliano Lodi

Juliano Lodi serves Sutro Power as Co-CEO and head of the Engineering Department, and co-manages Construction Operations with JP. Founding Partner

Born and raised in Joliet, Illinois, Juliano has called San Francisco home since 2015. On top of a Master's degree in Structural and Environmental Engineering, Juliano brings a combined 11 years of both field and office engineering experience, in both home construction and solar and battery systems, to Sutro Power. He takes great pride in the creation and facilitation of the most meticulously engineered solar systems, and is a "field engineer" in the truest sense of the term. In addition to managing the Engineering Department, Juliano also directly supervises Sutro Power's day-to-day construction operations, meeting the Construction team at the start of every day for the "Morning Talk," in which current projects are reviewed and the day's strategy is finalized.

Alongside JP, Juliano co-designed Sutro Power's employee-ownership structure, with a particular focus on building a company where everyone is a leader. Drawing on his years as an athlete, he shaped the company's culture around grassroots leadership and a coach-player mentality — developing people at every level to take ownership of their work and, in time, of the company itself.

He carries that same coaching mindset off the job too, serving as an assistant coach for Lick-Wilmerding High School's soccer program. In addition, Juliano is a musician, soccer player, and crab fisherman. Through his service to the community, annual participation in various city events, and his commitment to San Francisco’s future, Juliano is proof of the concept that being a Native San Francisco is a state of mind.

  • Frederick Reid IV, goes by Rick or Ricky. Senior Partner and one of the Co-Founders of Sutro Power. Senior Solar Installer and Senior Partner. Is a Senior Solar Installer and primary role is Solar electrical work and panel installation..

    Frederick Reid IV

Frederick "Rick," serves Sutro Power as a Senior Solar Electrician. Founding Partner

A fourth-generation San Franciscan, Rick has spent over 12 years installing solar and battery systems throughout all nine counties of the Bay Area and beyond. At Skytech Solar he worked his way up from Junior Installer to Senior Installer, to Crew Second, to Foreman before eventually co-founding Sutro Power. He brings a level of hands-on solar electrical experience to the field that few can match, and is among Sutro Power's foremost leaders in the field.

As one of the four founding partners, Rick led the construction crew in the company's earliest days, when it was only JP, Juliano, and himself in the field. For years Rick trained all of Sutro Power's new field employees in both the skills necessary for quality solar installation as well as the safety practices that go along with it. From the field, Rick's naturally steady and stoic philosophical disposition has shaped Sutro Power's culture as much as any formal system the other partners built: he is the core influence of the company's emphasis on individual emotional stability, mutual respect between employees, and professionalism and candor in client communication. He is the cornerstone of the egalitarian spirit that flows through the whole company; a spirit reflected in Rick himself stepping back from Foreman and assuming Crew Second once he had identified and trained one of his apprentices to assume his role.

Despite having installed well over 2,000 systems in his career, Rick still treats every installation as if it were his own home, putting quality and customer satisfaction above all else. To the client, this is reflected throughout the construction process and by the final product.

Outside of work, Rick is an avid Warriors fan and dual-sport motorcycle rider, making regular off-road excursions.

  • Jason Osorio. CFO of Sutro Power. Senior Partner and Co-Founder of Sutro Power. Roles include operations management, financial manager, payroll manager, Utility coordinator, and CRM manager.

    Jason Osorio

Jason Osorio serves Sutro Power as Director of Business Operations & Finance. Founding Partner

Jason brings a rare combination of solar industry depth and systems expertise, having worked across the supply chain, from installation companies to manufacturers such as Quick Mount PV, IronRidge, and Tigo Energy — in roles spanning business operations, demand forecasting, and data analytics. He directly manages Sutro Power's finances, including bills, credit, and cash flow; oversees all company insurance (workers' comp, liability, and auto); processes payroll; handles HR; oversees material procurement for the company's projects; and processes PG&E Net Energy Metering agreements.

With a background as a Salesforce-certified administrator, Jason built Sutro Power's entire Notion-based CRM ecosystem from scratch, including automated pricing flows, custom objects, and integrations with Slack, Aurora, SignWell, Google Drive, QuickBooks, Gusto, and various other software over the years.

As one of the four founding partners, Jason's extensive knowledge of credit and finance has been essential to the proper use and deployment of capital since the beginning. In the company's early years, before it had established business credit, Jason extended the use of his own personal credit to help give Sutro Power its footing. Sutro Power would not be the bootstrapped, self-financed company it is today without Jason's financial acumen and willingness to take on that risk.

Jason holds a Bachelor's degree in Public Policy Analysis from UC Riverside and a Master's in Public Administration and Policy from Cal State East Bay.

For fun, Jason travels and camps throughout the California and Nevada wilderness on a bi-monthly basis.

  • Tommy Installing a Solar Panel featured in a San Francisco Chronicle Article

    Thomas Pagan

Thomas "Tommy" serves Sutro Power as Superintendent, and often directly as Foreman. He is Sutro Power's fifth and first "home-grown" Senior Partner.

Born and raised in Northern San Mateo County, Tommy began his career in solar at Sutro Power, joining the field as a Junior Installer in early 2021. Tommy is a case study in Sutro Power's employee-owned business model and company ethos, having risen from the ground level to the head of Sutro's in-field construction management. When founding partner Rick decided to step back from formal management, he personally identified Tommy as the right person to take his place — a vote of confidence Tommy has spent every year since living up to. Through years of hard work, training, and personal growth, Tommy earned his position as an equal owner-partner at Sutro Power. Through every obstacle, time crunch, and curveball thrown at the company, Tommy has held the line and led the crew both directly and by example.

Before solar, Tommy played baseball throughout high school and as a utility player on Skyline College's varsity baseball team.

Outside of work, Tommy can be found at the gym, on the golf course, or playing softball. He's a die-hard sports fan and follows the Golden State Warriors and San Francisco Giants closely.
